Amie asked if the Safe Route to Strata has been figured out. The committee updated Cindy regarding talks that were had with Nibley last year.
-
Is there a better place for bus pick up/drop off so we can utilize both horseshoes? We could move secretary and principal parking spots? Brainstorm better pick up and drop off options for parents

Review of Prior Meeting Minutes - Sam reviewed September’s Minutes, They were Approved 1st Taylor 2nd Amie
Discussion Items:
-Cindy pulled up the slides from the district training and we talked about the information presented as it pertains to Nibley Elementary. The information outlined below was discussed and is not on the slides (everything else discussed can be found in the slide presentation)
*Audrie updates the website. It is updated as of now, besides adding the vice-chair information
*Susan Poulsin is a licensed social worker, not just a licensed school counselor like most elementary schools have
*Sarah Larsen does the digital citizenship and safety
*Stacy Hansey monitors the computers and what the kids access. As needed, the children are spoken to discreetly. Go Gaurdian is the district program that is always on
*Susan Poulsin talks to the older grades about SafeUT and social media/online sharing/being kind online
***Action Item*** Talk to Sarah Larsen about “White Ribbon Week” in the Spring. Is it something that would add value to the school? Or is the current plan for internet safety adequate? Maybe look into the program the school used several years ago where someone would come to the school and do a presentation? (Taylor and Jessica have info on the program previously utilized)
Meeting adjourned at 4:45 Taylor motioned to adjourn, Darrin 2nd the motion, all approved
Next Meeting: Monday, November 7, 2022 @ 4:00 (We need to meet at 4:00 at least in Nov and Dec to allow Naomi to make it to Nibley from other schools she subs at) Also, meeting has been moved from Nov 14 to Nov 7 due to the teacher prep day!

Discuss the Purpose of School Community Council and Review October 4th Training
-
School Improvement Plans (TSSA, School land Trust)
-
Budgets and Goals
-
Digital Citizenship/Safety
-
Safety (SNAP)
-
The buzz-in system is close to being ”live”. When fully functional, visitors will press a button to activate a camera. The visitor will need to show ID to gain entry
-
Smart Watch Policy has been updated - they are now allowed, until they become a distraction
-
Scooters are not allowed inside the school this year - they were becoming a safety hazard. Students can park them in the bike parking area
-
***Action Item*** Amie will look to see if the bike racks can be rearranged to allow for more space between racks
-
In past years, students were taught to recognize Trusted Adults by looking for a badge or green volunteer sticker. Is the green sticker necessary with the new buzz-in system? Maybe more of a concern on playgrounds?
-
Buses: Cindy is exploring the option of moving the bus drop-off to 660 West along the southeast end of the school to allow the front horse shoe to be used for parent drop off. The life skills students would be able to gain access to their classroom from the exterior door in the classroom. A concern is snow removal in winter. If this were to be implemented, parents would really need to use the 2 horseshoes and not park on the 660 West to drop students off
-
School Doors in the Morning: Should the north and south doors to the school be unlocked before school to allow students easier access to the building?
-
Concerns are: Debbie or Audrie would have to lock them once the bell rings and they are already busy. Would this be a safety concern? (students already let people in via the locked doors so is having the doors unlocked until the bell rings any different?)
-
Possible benefits: some children might not be late if they could enter the school closer to their classrooms, in inclement weather students would be able to enter the school faster
-
-
Additional Items for Discussion?
-
The binders of all council members were updated with current documents

Review of Prior Meeting Minutes - Minutes Approved 1st _Amie___ 2nd _Darrin_
Unanimously approved
Discussion Items:
-Halloween parade was great outside. Parents could spread out, kids had fun walking outside. Continue to do it outside, weather permitting.
-virtual announcements? Audio announcements started today (will be once a week by the Student Council)
-Veteran’s Day Assembly on Friday, parents invited to attend (use front door to enter the school)
-Heritage does “kick-back nights” at restaurants about once a month. The PTA does this and it does not count toward their fundraiser for the year. Mention this to PTA as an option to increase funds
-Heritage also has signs that say “You Matter” above the drinking fountains, maybe talk to the PTA about doing something like that at our school
Meeting adjourned at 4 :41_ motion to adjourn Sara, Jessica second, unanimous approval
Next Meeting: Monday, December 12, 2022 @ 4:00

Welcome - Naomi, Sam reviewed meeting minutes
-
Website Review - things that are required to be on the website are: the counsel members, meeting schedule, approved rules, TSSA plan, School Land Trust plan, meeting minutes, meeting agendas, description of counsel, accessibility and ADA compliance(pdfs can’t be posted)
-
School Safety
-
Bike rack adjustments - racks have been adjusted, scooters that are not in a rack are being taken to Principal King’s office (only 1 so far). There is a row of scooter parking and then there are several bike racks. Lincoln might be getting rid of a larger bike rack so we might be able to replace the racks by the portables. Should we spray paint a line where the racks should be to keep them in the right place?
-
Students crossing 800 W at the wrong intersection - they are crossing by Heritage Park. Mrs King reminded some kids that she saw the other day when she was heading to a meeting. When the weather warms up in the Spring we should re-send the safe walking plan to parents. Have the faculty remind students who are walking toward 800 W and Gibbons Ave to turn around to use the cross walk at 800 W and 2600 S (Addison is the only student who should be going that direction). Sara will talk to some families she knows that cross there to see why
-
Pick-up issues - going through the pick-up line really only takes 10min, but there are still people trying to “skirt” the line. Once busses are gone people can use the front circle to pick up. Everyone really needs to use the cross walks and parents need to encourage their children to use them (parents should not motion for their kids to cross without a cross walk to get to the car). Have faculty and aids remind people about cross walks and safety with pick-up
-
We are no longer unlocking the doors AT ALL. Students (Student Council or Kindness Krew) will be assigned to hold open the door in the morning for students. Camera will be installed this week for the buzz-in system
-
-
Digital Citizenship
-
Google Chat - some older students were on google chat and things were being shared that were not appropriate. All of the 5th and 6th grade students were talked to by Mrs Hansey about appropriate sharing and helping them be responsible. At the same time appropriate social media usage was discussed
-
-
School Land Trust 2021-22 Report - Funds have been spent on a new chrome book cart and some extra chrome books. (School funds will be used to ordered another cart to house the extra chrome books) Paraprofessionals are being paid through these funds as well.

Review of Prior Meeting Minutes by Sam Rasmussen, Minutes Approved 1st Sara
Schmalz, 2nd Jessica VonDerLieth
Discussion Items:
1. Welcome - Amie Earl (Naomi was absent)
2. Review Minutes from November 7, 2022 (no December meeting) by Sam Rasmussen,
minutes were approved
3. Safe Routes Plan Update - Amie Proposed inviting Mr Zook from the county to discuss safe
routes. It was decided that someone from Nibley City should be invited to the next SCC
meeting to discuss growth in Nibley. Sara mentioned a new development on the north east corner
of 800 West 2770 South, across from Clear Creek Park. The Mayor and City Manager came to the
SCC meeting in Feb 2022 but did not have updated information on how many homes are scheduled
to be built in Nibley Elementary School boundaries in the next 2-3 years. In addition to talking about
growth, we would like to revisit safe crossing for children that live in Strata with Nibley City. Cindy
will ask Debbie to figure out how many families live in Strata that attend Nibley Elementary
prior to the next meeting. In Feb 2022, it was discussed that Nibley City and Logan City would
have to work together to get a pedestrian-activated crossing or to hire a crossing guard from Strata
to Firefly park. Is this something we could pursue?
4. Street Parking issues
a. snow days are the worst
b. pick-up/drop-off seems to be going better
c. when the busses are done and the cones are gone parents can utilize the front
horseshoe for pick-up
d. the bus drivers proposed a pull-out along the street in front of the school. This
would need to be discussed with the Transportation Dept. It would require the
sidewalk to be re-routed and the sprinklers to be changed but could be a good
option to enable parents to use the front horseshoe at all times.
5. Yearbook
a. Cost - this year $15 and pre-order only, next year the students will likely have a
cover contest
b. Availability - Sara Larsen, Susan Poulsin and Jessica VonDerLieth are doing the
yearbook this year. Each class will have their class picture and a page of photos
from throughout the year (4-5 photos). Parents can order online. Be sure to
send out several emails/texts to parents regarding ordering so that
everyone is informed. Also, announce in the school with morning
announcements
6. Schedule - any input?
a. Most people like getting out before Memorial Day
b. Consistency from year to year would be nice
c. 2 weeks for Christmas Break would be nice
7. Comments, Questions

Welcome - Naomi
-
Revie minutes from previous meeting - Sam, Minutes Approved 1st Taylor 2nd Sara
-
Input regarding buzz-in system
-
Someone was walking behind the school today. Mrs King was able to watch the person on the cameras and staff on duty outside was aware and watching. It appeared the man was on a walk, if he comes back he will be asked to walk elsewhere during school hours
-
Some schools are requiring ID when being buzzed in - is that something we should be doing?
-
After discussion, it was decided that everyone entering the school needs to be asked who they are and why they are wanting to enter the school, but ID will not be needed. Consistency is needed so that everyone knows what to expect and no one is singled out.
-
Other security items mentioned:
-
There is new software which makes it easier to look back at recordings
-
Clarity of the door camera is being addressed
-
2 additional cameras are needed for surveillance outside of the school
-
-
-
-
Achievement data review for 2022-23 School Land Trust Plan (due Mar 31, 2023) - will discuss in March
-
Nibley City meeting update - Thank you to Justin and Erin from Nibley City for attending!
-
Safe walking route for kids living in Strata Apartments
-
16 children currently attend Nibley Elementary from Strata (in Logan City), 1 family attends Thomas Edison Charter School from Strata
-
In Spring the development immediately east of Strata (also in Logan City) is supposed to start. Once all the developments in Logan north of 2200 South are done, there will be more doors in that area than all of Nibley. Logan doesn’t think many families with children will be living in the units
-
Logan City is NOT interested in helping with sidewalks or street crossing in that area. The developers will be required to put in sidewalks so eventually the north side of 2200 South should have sidewalks. They will also be required to fix the road. Maybe once the development is done we could have a discussion with Logan regarding a crossing guard to get children across 800 West at 2200 South
-
Should Nibley City provide flags to help with crossing 800 West by Heritage Park? We don’t want to enable children to cross there when they should be using the crossing guard at 2600 South
-
Mrs King will be bringing her bike to ride around where children are walking once it gets warmer
-
-
Safe Routes Plan Update - Pick Up
-
See document for proposed changes to begin the first full week of March, after PTC
-
Krissy Howard (crossing guard in front of the school) will put cones across 660 West to create two pick up areas. People coming from the north will have to use the north horseshoe, people coming from the south will need to use the front horseshoe and line up on the east side of 660 West. The west side of 660 West in front of the school to be used for buses (In the future a bus pull-out will be created). Preschool parents will need to use the front horseshoe, preschool aids will walk children from the bus to the front door.
-
No parking on 660 West in front of the school - staff will need to be parking in the parking lot, office staff to park in front of the front horseshoe on 660 West instead of inside the horseshoe
-
Can city provide “No student drop off/pick up” signs on 660 West south of 2600 South?
-
-
-
Inclusion Week
-
Week of PTC, Special Ed Department at the district is heading activities. On Wed, March 1 those who have the inclusions shirts will wear them
-
Focus on life skills students
-
-
Yearbook Status Update - Susan Poulsin and Sara Larsen came to update us
-
Ordering is live. Parents can order online or with a check and order form to the office (no cash). 37 purchases since email went out on Friday
-
Sara has been working on teacher spreads. If faces are in the photos the teacher submits, they will look for consent forms on powerschool and if needed, parents will be contacted
-
Cost will be $15 for the foreseeable future (for pre-order), limited quantities available for $25 the last week of school
-
An autograph page will be provided so kids can get that signed and slip it into the yearbook. This will help families with multiple children
-
Cover next year will be student generated, maybe utilizing the art teacher for a contest
-
Deadlines: March 17 is teacher deadline, orders due March 31, yearbook due to Lifetouch the week after Spring Break
-
-
Additional Items for Discussion?
-
Maybe next year do a “safety week” instead of Red and White Ribbon Weeks

Discussion Items:
-
Welcome
-
Review Minutes from previous meeting - Cindy reviewed minutes
-
Addition noted: yearbook is considered “directory” so no additional consent will be needed from parents
-
-
Achievement data review for 2022-23 School Land Trust Plan (due Mar 31, 2023)
-
Goals met as an average of the school. Older grades struggle with the motivation to read. We are trying to incentivize the students - for example, this month if all grades meet their reading goals Mrs. King will kiss a farm animal
-
The percentage categories were divided differently this year than when the goal was made for reading (now there are 5 divisions, before there were 3) so “grade level proficiency” is considered to be approaching grade level, on grade level or above grade level for our 22/23 goal
-
Change for the wording of next year’s reading goal: “for 2nd through 6th grade 60% will reach at or above grade level proficiency by the middle of the year on…”
-
This goal will stretch 5th and 6th grades, but as a whole the school should meet this goal
-
-
-
Update on New Drop-off/Pick-up procedures
-
Feedback seems to be mostly positive from parents, some concerns from staff
-
Busses: life skills bus driver was shoveling snow to get the ramp down, kids are out in the weather waiting
-
Possibility of making a covered bus stop?
-
-
Do we need to remove the “parking lot closed” sign, or re-word it to say “no drop off or pick up in parking lot”?
-
Assembly day was tough with parents parking in drop off areas. Do we need to change the assembly times? Maybe add a reminder to parents to not block the pick up area when they come for an assembly?
-
Continue the trail through Spring. At the end of the school year do a survey - one for parents, one for staff - to better assess plan for next year.
-
-
-
Additional Items for Discussion?
-
The legislature approved all day kindergarten for any school that has space
-
If all works out, the plan for Nibley Elementary is to fill the pit in the music room and split it into 2 preschool classrooms. Hopefully we will have 2 all day kindergarten classes (Mrs Stephenson and Miss Larkin) and 1 ½ day class (Mrs Callister) which will be in the current preschool room Meeting adjourned at 4:50 1st Jessica, 2nd Taylor, all in favor
