School Land Trust plan reviewed by the committee. Goals discussed and explanations given to parent members. Budget was also reviewed by the committee.

Out of School Time (OST) funding and plans was explained by Taylor
Summer school will resume next year as well. Funding is guaranteed for 3 years due to a grant.

Amie brought a safety concern for the committee regarding after school parking in the neighborhood to the south. Since it is not on school property, the school cannot dictate what happens there. Aime plans to catch an officer to explain her concern to see if anything can be done.

School Website Review
Paula Hull walked us through the SCC portion of the school website. She helped us to know how to find the agendas, meeting schedule, member information, School Improvement plans, etc.
School Safety
Paula Hull has been unable to gain access to the Safe Routes to School website in order to change our plan with her contact information. She will work on this and present this at the next meeting.
Digital Citizenship
Paula Hull provided a review of how Digital Citizenship is taught at Nibley Elementary. Sarah Larsen, the media specialist, teaches these lessons through Near Pod and the use of children’s trade books. These lessons are pre-developed by the state for our benefit.
School Land Trust 2020-21 Final Report
Paula Hull presented the data for our final report on our goals from last year. Unfortunately, due to COVID and the many interruptions to the school year due to sickness, quarantine, shortened day, etc. our data was not as high as we would have liked. In addition, some of our goals were not achievable due to changes in the assessment requirements from the district. Go Math was
one of these changes. The end of year test was what our goal was based on and the district changed our expectations to administer the iReady at the end of year. This made it impossible to report on that measure. Paula presented the data that was available and this report will be added to our website.
Melissa brought up the point that setting goals is tricky since we don’t know the students before we are supposed to predict how they will perform. Paula reminded us that we have data from the prior year to use as we set goals. It’s not a perfect science and certainly challenging.

12-13-2021

1.) Reviewed minutes from previous meetings – Naomi reviewed the minutes, a motion to approve the minutes was made by Paula Hull, Melissa Houser seconded the motion, and the vote to approve was unanimous in the affirmative.
2.) Safe Routes Plan Update
- The school website has been updated with Paula’s information on Safe Routes Utah.
- Samantha Rasmussen brought up a concern with children walking home from Nibley Elementary to the new Strata Apartments. When walking on 800 West, there is no sidewalk between 2200 South and just north of the park on the west side of the road and the children end up walking in the ditch or on the edge of the road. There is also no sidewalk when they turn west onto 2200 South, which is becoming a busier road.
- Should the children use the walking path west of Heritage Park and then cross 2200 North right in front of Strata? There is no crosswalk there, but maybe one should be added?
- Paula will reach out to Nibley City to see if they can offer any
solutions (sidewalks or crosswalk?), however, this might be an
issue we need to discuss with Cache County or Logan City as well
3.) Digital Citizenship – District plan was provided
- The district provides internet filtering via GoGuardian
- Chromebooks were sold in the Spring because they could no longer be updated with GoGuardian
- Samantha Rasmussen will explore having the PTA sponsor White Ribbon Week next year. This year White Ribbon Week was November 25, so it has passed, however, it was discussed that it would add positive
reinforcement to the lessons that Sarah Larsen is teaching.
- Sarah Larsen started the digital citizenship classes with all grades last week. There will be a second lesson this week and the other three lessons will take place after Winter break.
- Taylor Stephenson will look into doing a parent night in regards to digital literacy (providing resources) in correlation with After-School Club. They need to do some parent nights as part of After-School Club so this would be a good topic to include.
- Amie Earl mentioned a national PTA podcast that has some good resources

1.) Reviewed minutes from previous meetings – Samantha reviewed the minutes, a motion to approve the minutes was made by Paula, Darrin seconded the motion, and the vote to approve was unanimous in the affirmative.
2.) Safe Routes Plan Update
- Nibley Mayor Larry Jacobson and Nibley city Manager Justin Maughan came to talk about safe walking routes to school for the children living in Strata, as well as the possibility of a crossing guard at 800 West and Nibley Park Ave (near the south east corner of Virgil Heritage Gibbons Park
- Crossing guards are paid for out of the general city fund, not school district funds. It is about $600/year for one crossing guard. Logan
City owns 2200 South so a crossing guard there would have to
come out of Logan’s general fund. Justin Maughan will reach out to Logan to talk about the possibility
- A potential barrier to a crossing guard or cross walk across
2200 South (in front of Strata) are that it would be a mid
block crossing. It was discussed that a pedestrian-activated
flashing light for crossing might be more cost-effective long
term. If that is pursued, Nibley would need to put a light on
the south side of 2200 South and Logan would need to put
one on the north side. It costs about $10,000
- To get a sidewalk put on the west side of 800 West, north of
Virgil Gibbons Heritage Park it would need to go through
Cache County and possibly the owners of Strata (as they
own that property now) OR there would need to be a
crossing guard at 800 West and 2200 South. Logan would
need to pave the sidewalk along 2200 South
- After weighing options, the best walking path for Strata
children will be through Firefly park. Nibley city does plow
those sidewalks. They are willing to add a short sidewalk to
connect the Firefly park path to 2200 South, but we need to
work with Logan city for a cross walk and crossing guard or
flashing light set up
- There will not be a crossing guard at 800 West and Nibley Park Ave (near the south east corner of Virgil Heritage Gibbons Park. It is too close to the crossing guard at 800 West at 2600 South. Distance-wise it is not much
further for children to walk out of the south side of the school to utilize that crossing guard. Other schools are also asking for more crossing guards c. Growth – Justin will send Paula an updated table as to how many homes are scheduled to be built within the school boundaries over the next 2-3 years. The tables he brought included areas outside our school boundary. Paula will send Justin a boundary map.
3.) Achievement data review for 2022-23 School Land Trust Plan (due March 31) a. Data provided on mid-year progress for this year’s goals. Kindergarten and 1st grade reading scores are not meeting goal at the moment, but a mid-year dip is expected, especially for kindergarten. There has also been a lot of absence this year which is being reflected in the test scores. b. Should we use different measures for next year? The teachers will be consulted to see their opinions and goals for next year will be discussed at the next meeting
4.) 35 Chromebooks have been ordered using technology funds. By waiting a few months we were able to get a newer model so the GoGaurdian and other software will be supported longer
5.) We have a NEW logo and Motto for Nibley Elementary! There is money from the state for re-branding. BRAVE – Be Kind, Respectful, Accountable, PositiVe People, Extraordinary

- Emails have been sent between Justin Maughan, Paula and Logan City Mayor Daines regarding the possibility of a mid-block crossing from Firefly Park to Strata across 2200 South
- Mayor Daines is concerned about a ditch which would need to be crossed
- Paula will be updating the Safe Routes to School Plan which will hopefully get the ball rolling for a solution
- This process will likely take a while, but communication has begun. At the moment, children living in Strata are being driven to school but hopefully a solution will happen before there are many walkers
4.Achievement data review for 2022-23 School Land Trust Plan (due March 31)

- Reading Goal to be updated for 2nd through 6th grades to state that “80% of students in 2nd through 6th grades will reach grade proficiency by mid-year on the Houghton Mifflin Harcourt Growth Measure Assessment Scaled Score”
- Math Goal will remain as stated
- The district is writing a grant to provide MyPath (the individualized IReady program) to students. Paula included money in the goal related to math to bridge the gap so that all students grades 2-6 will be able to get MyPath
5.We have a NEW logo and Motto for Nibley Elementary! The logo is being used and the Motto will be “unveiled” during Literacy Night on Thursday, March 17 (BRAVE – Be Kind, Respectful, Accountable, PositiVe People, Extraordinary)

1.) Reviewed minutes from previous meetings – Samantha reviewed the minutes, a motion to approve the minutes (with amendment to section 3. a.) was made by Paula, Darrin seconded the motion, and the vote to approve was unanimous in the affirmative.
2.) Safe Routes Plan Update
- Paula contacted Kristin Hoschouer from Safe Routes Utah to see who she should be talking to regarding a safe walking path between Strata and Nibley Elementary b. Sargent Tanner was contacted to see who we should be talking to in the sheriff’s office c. Updated safe routes plan provided to meeting participants and is available on the website
3.) Due to student numbers growth, Nibley Elementary will have 2 additional teachers next year
4.) Emergency Protocols Presentation – Melissa Houser
- A handout was provided “Emergency Standard Response Protocols” which is the same information the teachers carry on the back of their name badge
- All teachers have an app on their phone – DIR-S Chat – which coordinates with the district and dispatch if assistance is needed
- Our back-up shelter-in-place location is the Church on 2600 South
- Drills are once a month and they rotate through the different drills
- Review of Campus Incident Command System
- This is district-wide and very similar to the city
- 5 slide power point was reviewed
iii. Safety team has been updated this year and is a work in progress
- Parents are notified via Power Alert of emergencies
- Cedar Ridge is doing a family reunification drill this year – our plan will be developed based on how that goes
5.) SCC Committee for 2022-2023 School Year Discussion
- Samantha, Amie, Naomi (Pres next year) and Darrin all committed to remaining on SCC b. Teacher positions will be filled at the next faculty meeting
- SCC is in need of one additional parent, please ask around

Reviewed Minutes Naomi made a motion to approve the minutes, Amie seconded it. Vote was unanimous.
Next Year: Naomi Clark will be president of the SCC committee. Melissa Houser will be replaced by Jessica VonDerLieth as a teacher representative. We need a president elect for the fall. It was decided that all voting will be tabled until the fall. Naomi will organize this and the committee will seek out nominees during the summer. All parent nominations and voting will occur in the fall at the first meeting. Information will be sent out in the PTA parent Back to School packets.
